Q&A ICD-10 crosswalk

I only have the 2014 ICD-10 Draft. In the "how to pass the proficiency" video there was a slide that referenced a Y code for adverse effect, surgical instrument or to that effect. I could not find that description in the alpha index so I went directly to the code. Are the categories V-Z the crosswalk for the ICD-9 V and E codes? Seems like it but it wasn't noted in the video. Could you please verify? Also, I only have the 2014 ICD-10 Draft and that same Y code that had all 7 characters in the video in my manual not one single code had placeholders up to 7 characters. I need to pass the proficiency. Where is the best place to get the 2015 code set?
